　　北京奥林匹克公园国家体育场项目业主国家体育场有限责任公司（以下简称“业主” ）与作为国家体育场项目建筑安装工程施工的总承包商北京城建集团有限责任公司（以下简称“总承包商”） （前述两者合称为“征集人”）与决定以联合征集的方式，共同面向社会公开征集北京奥林匹克公园国家体育场项目钢结构安装工程初步施工方案。
　　征集人诚邀在中华人民共和国境内、外合法注册、具有大型公共建筑工程施工或复杂钢结构安装工程施工经验和能力的公司或法人（以下简称“应征人”）参加本次国家体育场项目钢结构安装工程初步施工方案征集活动。通过本次方案征集，以求国家体育场项目钢结构安装工程实现最高的施工质量、最佳的建造工期和最合理的工程造价的完美结合。
现将本次征集活动的有关事项公告如下：
一．工程的基本情况
1. 工程名称：国家体育场（以下简称“本工程”）
2. 征集内容：钢结构安装工程初步施工方案
3. 项目地点：北京奥林匹克公园（B区）
4. 建设用地：约202,900平方米
5. 建设规模：主体结构由看台混凝土结构与带有可开合屋盖的巨型钢桁架结构两大部分组成。总建筑面积约25万平方米，其中地下部分（两层）的建筑面积约5万平方米，基底标高-8.5米。设有一个标准草皮足球场，9条400米跑道，2块热身场地。
6. 主要用途：
a) 国家体育场将作为2008年奥林匹克运动会的主体育场，是北京奥林匹克公园内的标志性建筑，也是北京最大的具有国际先进水平的多功能体育场。奥运会期间，国家体育场将容纳观众100,000人，其中临时坐席20,000个（赛后拆除）， 承担2008年奥林匹克运动会的开幕式、闭幕式和田径比赛的主要赛事功能；
b) 奥运会后，国家体育场容纳观众80,000人。可承担特殊重大比赛（如：奥运会、世界田径锦标赛、世界杯足球赛等）、各类常规赛事（如亚运会、全国运动会、全国足球赛等）以及非竞赛项目（如文艺演出、团体活动等）。
7. 工程投资：本工程建筑安装工程总造价约人民币22亿元。
8. 资金来源：业主的注册资本金及向金融机构的融资贷款。
9. 工程工期：体育场的工程建设已于2003年12月24日正式开工，拟于2006年12月底前工程完工投入运行，并接受国际奥委会的检查；奥运会赛后将进行局部改造，投入商业运营。
二．报名和征集文件的获得
　　有意向的应征人可按下述时间、地点和要求报名并获得征集文件：
1. 时间：从2004年5月26日起至2004年5月28日止，每天上午9：00－11：00，下午14：00－16：00（北京时间，国家法定节假日除外）。
2. 地点：国家体育场有限责任公司（地址：北京市朝阳区北辰东路花园路1号1#别墅）。
3. 有意向的应征人需派授权代表人持法人代表授权书原件和本人身份证原件，在填写“国家体育场项目钢结构安装工程初步施工方案征集报名登记表”并签署保密承诺后，方可领取征集文件。本征集文件必须在指定时间和指定地点当面获得。
4. 本《征集文件》可免费获取。但领取本《征集文件》时需交纳现金或支票人民币壹万元（￥10,000.00），作为征集人提供技术资料的押金，应征人递交应征文件的同时应将领取的技术资料退还给征集人，征集人应退还其押金（不计利息）。
三．应征文件的递交
　　应征人应在2004年6月23日16：00（北京时间）之前，将征集文件所要求提供的应征文件，密封递交到国家体育场有限责任公司。应征文件必须由应征人代表（持法定代表人授权委托书）当面送达并递交。征集人有权拒绝接受逾期递交的应征文件。

Comparison and Selection of Steel Structure Erection Method Statement for the National Stadium Project
Public Announcement
Beijing Urban Construction Co,. Ltd (referred to as the General Contractor hereinafter) and National Stadium Co, Ltd (referred to as the Owner hereinafter), which together are referred as the Client, have decided to tender for the Preliminary Construction Method Statement for the erection of the steel structure (referred to as the Works hereinafter) of the National Stadium Project, located in the Olympic Park Area B of Beijing. The Client invites the company or legal entities (referred to as the Applicant hereinafter), registered both in China or abroad, with large-scale public construction and extensive steel structure experience and capability, to tender for this Works. By this approach, the Client seeks to guarantee high quality, optimum schedule and reasonable cost of the steel structure works of National Stadium project.

1. Project Introduction
1.1. Project name: National Stadium (referred hereinafter as ‘Project’)
1.2. Bidding content: method statement for the steel structure erection
1.3. Project location: Area B of Beijing Olympic Park
1.4. Project land area: about 202,900 square meters
1.5. Project scale: the main structure is composed of the reinforced concrete structure for bowl and massive steel trusses with retractable roof. The general construction area is about 250,000 square meters, which includes 50,000 square meters underground area (two floors), with the foundation level at ？8.5 m. A standard pitch for soccer, nine 400m tracks and two warm-up fields will be constructed within the stadium.
1.6. Main use of the project:
1.6.1 The national stadium will be used as the main stadium for the 2008 Olympic Games, which will be the landmark within the Beijing Olympic Park and the largest international standard multifunction stadium in Beijing. During the Olympic Games, the national stadium will be able to accommodate 100,000 spectators, including 20,000 temporary seats (which will be removed after the Olympic games). The opening and closing ceremonies of the 2008 Olympic Game and most of the track and field competitions will be carried out in the stadium.
1.6.2 After the Olympic Game, the national stadium will be able to accommodate 80,000 spectators. It is designed to hold special sports games (such as Olympic Games, International Track & Field Competitions, World Cup Soccer Games, etc), general sports games (such as Asia Sport Games, National Sports Games, National Soccer Games, etc.) and non sporting events (such as entertainment shows and large group events).
1.7. Project investment value: the project construction cost is approximately RMB 2,200,000,000.
1.8. Financial Source: the Client is self-financing.
1.9. Project Schedule: the construction work for the stadium began on the 24th of December 2003. The target completion date is December 2006 and the project will then be put into operation and inspected by the International Olympic Committee at that time. The project may be partially modified after the 2008 Olympic Games prior to commencement of commercial operation.
2. The Applicant
It is acceptable to the Client if the Applicant is a single entity or a consortium, when attending the public bidding for the project.
3. Obtaining Registration and Bidding Documents
Interested Applicants must register and obtain the bidding documents at following the time and address:
3.1 Time: From May 26, 2004 to May 28, 2004, at 9:00-11:00am or 14:00-16:00pm everyday (Beijing time, except public holidays).
3.2 Address: National Stadium Corporation Ltd. At Villa #1, #1 Huayuan Road and Beichendong Road, Chaoyang District, Beijing.
3.3 The bidding documents can only be obtained after signing the ‘Registration Form for the Bidding Project’ and the Confidentiality Agreement for the Project by the authorized representative from the interested Applicant and showing the original copy of the authorization letter and valid personal ID. The bidding documents are only available at above stated time and address.
3.4 The bidding documents are free of charge. However, a RMB 10,000 deposit shall be paid for the technical documents provided, when obtaining the bidding documents, which will be returned to the Applicant after bid proposal is received.
4. Submission of Bid
The Applicant shall submit a sealed bid as per the requirements in the bidding documents to the Client before Beijing time 16:00, DD of MM 2004. The bid shall be delivered to the Client by the authorized representative with the authorization letter. The Client has the right to reject late submissions.
